Rates Essentials
What Is Rateable Value?
The Rating and Valuation Department assesses the estimated annual rental value of every property in Hong Kong. Residential, commercial, office, industrial, and agricultural properties all use the same standard — though agricultural land values are very low (as little as a few thousand per year), so rates are minimal. Check: rvd.gov.hk → Property Information Online.
Rates Concession
The government frequently offers rates concessions in the Budget. For 2025/26, the domestic quarterly concession cap is HK$1,000. Concessions are applied directly to your demand note — no application needed. Non-domestic properties also receive concessions at different amounts.
Rates vs Government Rent
Rates = Rateable Value × 5% (all properties). Government Rent = Rateable Value × 3% (only certain leases in the New Territories and Kowloon). Most Hong Kong Island properties are exempt from government rent.
Payment Methods & Penalties
Quarterly demand notes can be paid at convenience stores, post offices, or via online banking. A 5% surcharge applies if paid more than 1 month late; an additional 10% after 6 months. Set up autopay to avoid missing deadlines.
