Why Does the HKMA Add 3%?

The Hong Kong Monetary Authority (HKMA) requires all banks to conduct a stress test — assuming interest rates rise 3% to assess your repayment ability. This guide explains the rationale and real-world impact.

What Is the Stress Test?

The stress test is a mandatory HKMA requirement for all banks. When you apply for a mortgage, the bank doesn't just calculate your payment using the actual interest rate — it also assumes rates rise by 3% and recalculates. This "rate + 3%" monthly payment must not exceed 60% of your monthly income.

In simple terms: the bank wants to be sure that even if rates go up in the future, you can still afford the payments without defaulting.

How Is the Stress Test Calculated?

Suppose you're buying a HK$4M property, borrowing HK$3.6M (90% LTV), at 4.125% actual rate, 30-year term:

  • Actual monthly payment: ~HK$17,450
  • Stress test rate: 4.125% + 3% = 7.125%
  • Stress test monthly payment: ~HK$24,270
  • Minimum monthly income required: HK$24,270 ÷ 60% = HK$40,450

In other words, you need a monthly income of ~HK$40,450 to pass the stress test — even though your actual monthly payment is only HK$17,450.

Which Rate Is the "+3%" Based On?

Banks use the cap rate as the base, not your actual approved rate. For example, if the current H-mortgage cap is ~4.125%, the stress test uses 7.125% (4.125% + 3%).

How to Improve Your Chances of Passing

  • Add a guarantor: Include a family member's income to boost total qualifying income
  • Increase the down payment: Smaller loan → lower monthly payment → lower qualifying threshold
  • Extend the loan term: Stretch from 20 to 30 years to significantly reduce monthly payments
  • Choose a fixed-rate mortgage: Some banks' fixed-rate plans are exempt from the stress test

2026 Update

The recent rate-hiking cycle has significantly raised the stress test threshold. For a HK$4M starter home: in 2021 (rates ~1.5%), the stress test monthly payment was ~HK$17,000, requiring ~HK$28,000 income. Now it's ~HK$24,000, requiring ~HK$40,000 income.
